Kwerepe explains officer contract terms

Assistant Minister for Presidential Affairs, Governance and Public Administration, Mr Thato Kwerepe has admmited that there is an employee of the Auditor General who is 76-year-old.

Responding to a question in Parliament on Wednesday, Mr Kwerepe said the employee retired from the Public Service in May 1991 as Accountant General and that he was subsequently engaged by the same office in June 1994 in view of his wealth of experience in Public Finance Management, adding that the employee completed Part 3 ACCA qualification (old syllabus).

He said that the employee was first employed on contract terms in June 1994, adding that he was on the eighth contract of employment effective November 18, 2015.

He and it would be his final contract.  

He said the focus of his duties were to assist with the audit of the Annual Statements of accounts, compilation of the Auditor General’s report and support to the public Accounts Committee.

On the other hand, he said that there was no single officer at the operational management level with equivalent skills and wealth of experience in Public Finance Management as such, for the current contract and the immediate past one, his core duties was to build capacity in legal and financial matters affecting the management of finances like Public Audit Act, Public Management Act, Public Service Act, Financial Regulations and Procedures, Supplies Regulations and Procedures including Government Accounting.

However, he said there were several qualified officers who in the future would be expected to undertake this role.  

Gabane-Mmankgodi MP, Maj. Gen. Pius Mokgware had asked the minister if he was aware that there iwa an employee in the Office of the Auditor General who was above the age of 70 and held a senior position.

He asked the minister to state the officer’s correct position and when he formally retired from the public service.

He had also asked how many contracts of employment have been assigned with this employee ever since his retirement, his qualifications and whether there were no other suitable qualified candidates to assume his position. BOPA
