1.  DEPUTY DIRECTOR – DEPARTMENT OF HOUSING – E2 SALARY SCALE

VACANCY CIRCULAR NO: 8 OF 2020/2021

 

Applications are invited from suitably qualified candidates for the below mentioned post in the Ministry of Infrastructure and Housing Development- Department of Housing.

 

CODE: 230500002.1.2

SALARY SCALE: E2 salary scale (P 388, 080.00 – P 403, 776.00) per annum.

 

LEAVE:            30 Working days per annum.

BENEFITS:       i) Optional contributory medical aid (government pay 50% and employee 50%).

ii) Contributory pension scheme (Government contributes 15% and employee 5%).

iii) Scarce Skills Allowance at applicable rate of basic salary as long as it is applicable.

 

QUALIFICATIONS:

·       Degree in Estate Management, Development Administration, Urban or Environmental Planning or and other related courses.

·       Should have registered with a recognized local Professional Regulatory Body.

 

EXPERIENCE: Fourteen (14) years of relevant working experience. Two (2) years of which should have been served as Chief Housing Officer, D1 salary scale or an equivalent level in parastatals or private sectors.

 

 MAIN PURPOSE OF THE JOB:

To facilitate Housing delivery by coordinating and monitoring the implementation of Housing Policies, Programmes and Strategies in accordance with the guidance of the National Housing Policy.

 

TERMS OF EMPLOYMENT: 24-36 Months Contract.

 

DUTIES:

·       Provides professional advice to local Authorities and other Organisations concerned with housing matters.

·       Attends queries from client queries and takes corrective actions.

·       Prepares annual performance reports and submit to Director for action.

·       Drafts Cabinet Memorandum on housing related matters.

·       Draws answers to parliament questions

·       Facilitates the development of Departmental Strategy and monitors its implementation.

·       Initiates long term housing strategies and determine priorities.

·       Coordinates and drafts the Housing Chapter in the National Development Plan.

·       Establishes, directs and coordinates the Committee responsible for research on innovative buildings technology and indigenous building material used in housing construction.

·       Manages the Housing Development Programmes for low income housing, District and institutional housing.

·       Monitors compliance to set service standards.

·       Coordinates the production of projects reports.

·       Facilitates the preparation and processing of project memorandum for housing projects.

·       Manages the housing development programmes for low income housing, District and district and institutional housing.

·       Facilitates drafting and updating of the housing procedural manuals/guidelines.

·       Coordinates the preparation of estimates for both recurrent and development expenditure

·       Coordinates and monitors procurement plans for housing programs and projects.

·       Authorizes payments.

·       Monitors the disbursement of funds for housing projects.

·       Researches and benchmarks on best practices to keep abreast of development in Estate Management.

·       Mentors and coaches junior officers.
